create a minecraft item that has the following description: 'A fireball gun that shoots a fireball upon right clicking in the direction the player is looking, if the player has no TNT in the inventory, it will shoot a fireball with an explosion power of 1, consuming 1 durability, and if the player has at least one TNT in the inventory, it will shoot a fireball with an explosion power of 5, consuming 2 durability and consuming one TNT, and if the player has at least two TNT in the inventory, and shift right clicks it will shoot a fireball with an explosion power of nine consuming 2 TNT and consuming three durability. The item has 200 durability, and a cool down of 4 seconds, and it’s crafted with a bow surrounded with 8 fire charges'
