Description:
create a minecraft item that has the following description: 'Create a Scuba Helmet with a tank that is worn as a helmet. The Helmet should allow you to breath underwater when equipped. The helmet should slowly lose durability when you are underwater. You should be able to recharge the helmets durability with wind charges.'
