create a mob that looks like a witch which has the following appearance: 'Create an Ice Witch that has a blue robe with gold stars on it. The Witch should have wands tucked into her belt.' and the following behavior/capabilities: 'Instead of throwing potions the witch should throw snowballs that do 5 hearts of damage and slow the target. When attacked the witch should create powdered snow in a 3 block radius. The witch should also be immune to powdered snow.'
