Description:
The Flashlight is a handheld directional light that casts a beam for about 5 blocks where you are looking; right-click toggles it on or off, and an action-bar message confirms the change. While on it consumes battery charge over time and the beam gradually dims as charge runs out, with a color-coded battery meter appearing in the top-right when the flashlight is held. To recharge, hold a Battery item and right-click to instantly refill the flashlight using the lowest-charge battery; batteries stack up to 16, and batteries can now be crafted from an iron ingot, a lightning rod, and redstone.

User request: make a light source item called "Flashlight" that has a brightness level of 15 but only in front of the player. it will slowly dim over time and once it is fully out it does not produce light until recharged with a battery, the battery is an item that when ever clicked it restores full power to the lowest battery "Flashlight". You can turn the "Flashlight" on and off by clicking it but leaving it on wastes its battery over time then it gets dimmer. There would be a battery percentage in the corner of the screen when you hold the "Flashlight". Having it off does not drain the battery.
