create a minecraft item that has the following description: 'Make a wand that summons lightning on your enemies when hitting them but for passive mobs it enchants them or other things when hitting or mining them and can enchant items or even advance them into random things like laser swords guns etc and it should look like a red staff with a purple crystal the crystal should look like the phantom ruby from sonic the hedgehog'
Edit v2: It now works after fully charging up having enchanting Particles and stays like that till hitting/enchanting a block or entity
