create a minecraft item that has the following description: 'Crafting: 3 Obsidian, 2 Iron Ingots, 1 Shield. Effect: A shield with slightly higher durability than a normal shield. When successfully blocking an attack from a melee mob, there's a 15% chance to apply a brief "Slowness II" debuff to the attacker for 3 seconds. Purpose: Offers a defensive utility in mid-game combat, allowing players to disengage or counter-attack more effectively against tough melee mobs. Balancing: Requires Obsidian, higher crafting cost than normal shield, chance-based effect, no offensive capabilities.'
